At the Annual Meeting votes were cast to fill several broad members. After the ballets where cast the President stated that the votes would be count later and the results would be in the minutes. Is these allowed under the rules?

Not unless your bylaws specifically say so. Normally, the results of the vote need to be announced at a meeting so that a member can raise an objection to the procedure (such as requesting a recount, or objecting to the President's choice of tellers).

The President doesn't have the authority under RONR to make such a decree. Absent some provision in the bylaws saying otherwise it is the assembly who decides when the ballots are to be counted. Also having the results seen first in the minutes is not a good idea because 1) if there was some question regarding the results there wouldn't be a chance for a member to move for a recount (one could be ordered later but if the ballots weren't kept secure there could be questions as to whether the ballots were tampered with) and 2) if there were an incomplete election (someone didn't get a majority vote) you would have to wait until the next meeting to complete it.
