The by-laws do not address the issue. The change in position was announced in the last month.If the Board of managers has the right to change the rules with regard to considering a ballot legal, do the unit owners have recourse?Does the recourse apply to the upcoming Annual Meeting at which the members of the Board are elected; i.e., can the recourse be managed at the Annual Meeting prior to the vote for the Board of Managers?Can a proxy be assigned to anyone or can it only be assigned to current members of the Board? Proxy voting can only be used if the bylaws specifically authorizes it (RONR pp. 428-429) and if they do those details should have been worked out already.
