"Is it appropriate for the President to read a motion presented by a member who is unable to attend the AGM? The motion has been circulated to the membership prior to the meeting and there is also another member prepared to speak to the motion if there are questions arising from the membership.

It sounds as though this meeting hasn't yet taken place, so with that in mind, what the President (assuming s/he will be presiding) should do is give the motion to that other member to move it at the AGM. That way the impariality of the chair is preserved. The motion will almost certainly still need a second from another member present, of course.

Although if the President really wants to see this motion brought forward, he/she could relinquish the Chair temporarily in order to move the motion and then assume the Chair again once the issue has been dealt with.

Sure, but since there is apparently another member who supports the motion, there doesn't seem to be much point in this case.
