If the convention wishes to follow the standard order of business (p. 25), yes.

However, conventions (particularly big ones) will frequently adopt (at the start) a specialized order of business and the association will even send out (ahead of time) the motions to come up in New Business. Whether they then allow for additional new business will be up to those delegates attending, and, quite possibly, rules relating to the convention found in the bylaws. See p. 600 ff. for more details.

Standard - Yes.

Well, the fact that an agenda is being adopted suggests that the standard order of business is neither applicable or practical (p..372). And there is no "standard" agenda (p.626).
