My agency is going to chair a multi-agency committee, with each agency having one vote. Can my organization have a separate voting member, with the Chair only voting to break a tie?

The chair of a committee normally is as free to vote as any other member, and even in more formal assemblies the rules on the chair voting are a bit more complex than "only voting to break a tie." See FAQ #1.

In any event, you will need to look to the rules or motion which established the committee to see if the agency which chairs the committee is entitled to another member.

If your agency (like every other agency) gets only one vote, and you have two members on the committee (one serving as chair), it would seem that the chair could not vote at all (tie or no tie). Of course you may be free to adopt whatever rules you want.
