Outside of the chair's report, of course. During the normal conduct of business.... Or do motions need to come from the membership. I cant find the answer to this in RONR11The chair, if a member, always has a right to make motions, but he should refrain from doing so while presiding, except in a committee or small board. See FAQ #1.It is also appropriate for the chair to assume a motion in certain cases, although I do not believe this would be appropriate for the Previous Question. See Official Interpretation 2007-1.
