Is it possible for the chair to make motions, sua sponte, for example, calling the question? Outside of the chair's report, of course. During the normal conduct of business.... Or do motions need to come from the membership. I cant find the answer to this in RONR11

The chair, if a member, always has a right to make motions, but he should refrain from doing so while presiding, except in a committee or small board. See FAQ #1.

It is also appropriate for the chair to assume a motion in certain cases, although I do not believe this would be appropriate for the Previous Question. See Official Interpretation 2007-1.
