Rights of a Parliamentary ADVISOR - Can they make motions, vote, etc?

If a person is specified as a parliamentary advisor and is appointed to the board. Can this person make motions and vote?

 

Since it appears this person is a member of the board, he ultimately has the right to make motions and vote. If he is serving as Parliamentarian to the board, however, he should not do so - except that it would be appropriate for him to vote when the vote is by ballot. See RONR, 11th ed., pg. 467, lines 8-19.

Is this person a member of the board?  I am not as clear on this as Mr. Martin is in this case.

 

"Appointed to the board" suggests to me that the person is a member of the board, but I suppose this could refer to the person being appointed as the Parliamentarian to the board. If the person is not a member of the board, then he has no right to vote or make motions.
