Can this person make motions and vote? Since it appears this person is a member of the board, he ultimately has the right to make motions and vote. If he is serving as Parliamentarian to the board, however, he should not do so - except that it would be appropriate for him to vote when the vote is by ballot. "Appointed to the board" suggests to me that the person is a member of the board, but I suppose this could refer to the person being appointed as the Parliamentarian to the board.
