I have always conducted meeting with the terms "new and old" business. My opinion is action items would fall under new and then old business when readdressed. The correct term is actually "Unfinished Business," and not everything which is "readdressed" would necessarily fall under that heading. See RONR, 11th ed., pgs. 358-360 for more information on Unfinished Business and General Orders. I agree that most (but not all) of these "action items" will likely be taken up under New Business or Unfinished Business and General Orders. Some items might be taken up under other headings, however, such as Reports of Officers, Boards, and Standing Committees, if one of those reports contains recommendations.
