Does the RONR also apply to Non for Profit Society?  Also does it state how long after nominations are held for an election before the election process can take place?  Our President is saying that it is all to come to him either via ballot or Phone call for the voting is this right?

Yes, if the society has adopted RONR as its parliamentary authority (and if it hasn't, it should). If the society has not adopted a parliamentary authority (which is unwise), it is still bound by the common parliamentary law, and RONR can be considered to be a persuasive guide on the subject.

No. That's up to the society. In many cases, the election process takes place immediately after nominations are held.

Only if your rules so provide. Voting is conducted at a meeting unless your bylaws provide otherwise. If the vote is to be taken by mail, ballots are normally received by the chairman of tellers or the Secretary, but your rules could assign this task to the President. It would be highly unusual to cast votes by ballot or by phone call, especially if the votes are to be secret.
