Discussion started and before the vote was called, the board member that made the motion told me, board executive secretary taking the minutes, that she votes yes for the agenda item and left the meeting. Can she do that? She was not present for the actual vote and when the vote was taken, several board members stated that she could not vote because she left the meeting before the vote was taken.
