They should be read by the chair of the committee on standing rules (RONR, p. 619), however if there is no such committee, there's no hard and fast prohibition. The parliamentarian should not move for their adoption however as the parliamentarian typically refrains from making any kind of motions in meetings (RONR, p. 467). What "rules of order of business"? Where did these come from, and what are they about? In any event, my guess is that he should read them before the meeting begins.
