It will ultimately be up to your organization to interpret its own rules (see RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation), but if your constitution (unwisely) provides that the organization may suspend the quorum requirement, then it would seem an inquorate assembly may proceed to conduct business. It would be best to amend the constitution to remove that provision as soon as possible. Whoever wrote it clearly didn't understand the purpose of a quorum requirement. While you're at it, it seems it might be wise to reduce the quorum requirement in the constitution. Link to comment Share on other sites More sharing options...
