"Majority Vote" means more than half of the votes actually cast. The 1 abstention didn't vote at all and simply doesn't count or get counted. 3 is clearly more than half (2.5) of the 5 votes cast. Since this has apparently already happened, however, the result is whatever was announced by the chair, even if that announcement was mistaken. See Official Interpretation 2006-18.
