Board President Statement to the Public

Our Board President would like to read a statment to the public at our board of education meeting. Does the president do this prior to public statements from the public and do we put the statement on the agenda as an item or does the president announce that he/she has a statement to read to the public? RONR doesn't say anything about this subject. Assuming the board's rules and applicable law are also silent, I'd say it's at the board's discretion.
