Agenda and open meeting laws

Open meeting laws in the State of MN do address how agendas are handled, expect that meeting notices must be made public.  Our county commissioners put together a "skeleton" agenda with the same items each meeting, then add numerous items to the agenda for discussion and decisions.  The public has no way to attend the meeting if they might be interested in a certain topic because it's not published in the agenda.  Is this a fair way to handle open meetings?
