If a member makes a motion to amend a pending motion, the proposed amendment must be adopted by a majority vote in order to become effective. The maker of the motion proposed to be amended can, just like any other member, speak in debate against the proposed amendment (assuming it is debatable), and may vote against its adoption, but he has no rights in this regard that are any different than the rights of other members.
