Not much as a minority, but neutrality might be overrated. "The tellers should be chosen for accuracy and dependability, should have the confidence of the membership, and should not have a direct personal involvement in the question or in the result of the vote to an extent that they should refrain from voting under the principle stated on page 407. Often their position with regard to the issue involved is well known, however, and they are frequently chosen to protect the interests of each opposing side." However, the rules can be suspended (by a 2/3 vote) to allow the assembly to pick the tellers. Of course, since you said that this is a minority wanting to do so they will have to get a fairly significant percentage of other members to back them up if they want to take the selecting out of the Chair's hands. It's worth noting that the chair appoints the tellers when the balloting occurs during a meeting and in the same room as the meeting. Under those conditions, the rules can be suspended to allow the assembly to choose the tellers. In other situations, there is no rule in RONR that specifies who chooses the tellers. If there is no rule in the HOA's governing documents, the assembly may adopt a motion regarding the appointment of the tellers.
