Currently the authority to change them rests at the Board level (monthly meetings), however, all By-Law / Constitution amendments must be done at an AGM. Posted October 1, 2013 at 10:59 PM Report Share Posted October 1, 2013 at 10:59 PM It the authority is granted to the Board, i.e. "The Board shall adopt and amend the Rules and Regulation," and bylaws were silent on the AGM, I would treat that as exclusively granting the authority to the Board.
