Our parent organization has not requested updated by-laws for 6 years so is trying to hold us to by-laws that were written in 1999 and voted to nullify our elections and are trying to force us to have a new election. We are arguing this right now, but if we do hold the re-election, are new people allowed to run for board positions or are the people who ran during the initial election the only people allowed to run again? The answer depends entirely on the degree of authority that your parent organization holds over you. If the parent really can "nullify" your first election (check the parent bylaws carefully), then the next one is open to anybody to run, since the first election (now) doesn't exist.
