The office for President is up for election this year. The office for Vice next year. Should the Vice have to resign before they run for the office of President? If they did not receive a majority of votes, it just means that the membership considers someone else to be a better choice. That doesn't mean that they consider the VP to be unqualified to be president, just not as highly qualified as their first choice. If they didn't consider the VP to be qualified to be president, why on earth would they elect the VP as VP in the first place? In event of a vacancy, the VP becomes president instantly.
