Motion to Postpone Vote

At recent HOA Special Meeting to amend the budget a motion was made to postpone the voted until legal counsel could assess 4 areas of ambiguity. NC statue states that ratification of a budget does not need quorum so there was no quorum. NC statue does not mention amendments to budget so that was only 1 area of minor ambiguity. A loud member insisted that a vote on the postponment was not allowable because there was no quorum. The chair did not care to read my copy of RONR regarding the matter and was already antagonistic since I had successfully raised a point of order twice (thanks to this group) and arbitrarily ruled the vote was not allowable. Obviously, the chair ruling stands, especially since we have no parliamentarian available.  Was he correct in not allowing the motion to postpone?

So far as RONR is concerned, the chair is correct that the motion to Postpone to a Certain Time is not in order at an inquorate meeting - of course, so far as RONR is concerned, ratification of a budget is also not in order at an inquorate meeting.

 

Since state statute apparently permits ratification of a budget at an inquorate meeting, it's possible that statute also permits subsidiary motions to be applied to that motion at an inquorate meeting, but that's a question for a lawyer.
