Questions about your state's open meeting law are beyond the scope of RONR and this forum. Such questions should be directed to a lawyer or to the office of your state's Secretary of State. So far as RONR is concerned, the requirements for absentee voting are to amend the bylaws to authorize the form(s) of absentee voting you want and to put any additional rules needed to facilitate this in the bylaws or special rules of order.
