Reconsidering An Adopted Motion

It is my understanding that a motion adopted at a meeting may not be reconsidered at the same meeting except under special circumstances.

 

This is not correct. In fact, it's pretty much the opposite. The motion to Reconsider may be applied to adopted motions (except under special circumstances), and it is only in order at the same meeting (or at a meeting on the next business day in a multiple-day convention).

 

I'm also told that only a person that has voted in the affirmative on a motion can bring it back to the floor for reconsideration.

 

That's fairly close. Only a person that has voted on the prevailing side can move to Reconsider - so yes, that would be the affirmative for an adopted motion.
