During an open meeting, when the meetinging is in Author Questioning about a proposal, can non-members of the organization ask questions or is it only open to members?

I don't know what an Author Questioning is or what you mean by an open meeting, but the general rule in RONR is  "Any nonmembers allowed in the hall during a meeting, as guests of the organization, have no rights with reference to the proceedings (pp. 644–45)."  RONR (11th ed.), p. 648

They have no right to do anything, not even to attend (though your rules about what an "open" meeting is may give them that right).  Even so, they could be invited to do any number of things, if the body that is meeting decides that's what it wants.
