Chairman appoints executive board member (financial officer) and is confirmed by a vote of the elected members of the executive committee. RONR doesn't directly address the situation of appointments being "confirmed," although it might be seen as analagous to the procedure of nominations by the chair. See RONR, 11th ed., pgs. 494-495 for more information. Ultimately, it's up to the organization to interpret its own bylaws. See RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation.
