Majority vote?

Exec Comm carrying on a discussion regarding an issue that effects the membership.  2-nea 3-yea but as President, I feel there is still further discussion needed.  does the president not have the ability to move or postpone to carry-on further discussion/research of the subject matter?

No, the President does not have that ability. The assembly can choose to postpone the motion, by majority vote, but it's a bit late for that if the vote has already been taken.

Although RONR does not give the president the right to unilaterally postpone an issue, if you have some change to the motion in mind - in other words something more specific than just more discussion - you can move to amend something previously adopted to revisit the issue. See RONR, 11th ed., pp. 305-310 for the details of this motion.
