I don't understand what you mean by "a motion to the Board in advance". Motions made at a meeting are to be dealt with at the meeting at which they are made; they cannot be made to be dealt with by some other group at some other meeting. Firstly, the board, as a board, won't be present at a meeting of the owners. Individual board members may be there, of course, but they'll be there only as owners. Secondly, don't forget the important step of debate in the process. A motion is made, seconded, debated, and then voted on (with many possible variations along the way).
