Yes. Rules within the constitution may be suspended if they provide for their own suspension or if they are in the nature of rules of order. See RONR, 11th ed., pg. 263. I suppose there's also the possibility that the rule in the constitution is null and void due to a conflict with an even higher level rule (articles of incorporation, the governing documents of a parent organization, or procedural rules in applicable law).
