These are usually rules adopted by legislatures and municipal bodies, such as yours. You will have to check your rules for an answer to your question. Of course if your council has its own special rule of order prohibiting amending on second reading it would take precedence over any adopted parliamentary authority. RONR does not prohibit it - but as noted, RONR also doesn't require a second reading. You should check to see what your council's rules require. The multiple reading requirement is from Mason's Manual of Legislative Procedure and amendments are permitted on second reading. Mason's is generally used in state legislatures and is unlikely to be the parliamentary authority for a city council. Discussing the rules of Mason's Manual is also beyond the scope of this forum.
