Our by-laws gave no directions for the committee. The only information given was a one liner which stated"nominations will be made by the nominating committee or nominations can be taken from the floor according to Roberts Rules of Order". It would typically select the person(s) it considers best qualified for the job(s). But don't worry; even if it selects candidates no one else likes, additional nominations can be made "from the floor" (i.e. during the meeting) and members are even free to "write in" the names of candidates that weren't nominated at all.
