Constitution and By-law interpretation

It sounds like a silly question but How does one go about interpreting their by-laws?   When a discussion comes up, people tend to interpret them in such a way to favor their point of view/agenda, so how does an organization go about with the interperatation to keep it plain, simple and "neutral"  Sure we could ask the "founders" but they have all either moved on, or passed away.

Suggestions?

It's reallly not a silly question at all. And it's probably an integral part of the interpretation process for members to voice an opinion that favors their view or agenda. In the end, the interpretation adopted by the society will be either the one stated by the chair if there is no appeal of it, or the one agreed to by a majority of the members voting on the issue, either directly or on an appeal from the decision of the chair. The only exception is the situation where there cannot possibly be two reasonable interpretations (RONR, 11th ed. p.342, ll.21-24).
