does the chair have the right to rule a motion out of order when it has been made and seconded just because she is afraid of the result?

At our last meeting a motion was made and seconded to have a Christmas party instead of gift cards traditionally given by the local. The chair ruled this motion out of order, even though it was presented timely under new business. What recourse does the body have?

If the body went along with the chair's (presumed) improper ruling that is the end of it for now.

 

But next meeting anybody could make the motion again  --  this time be prepared to raise a point of order (p. 247) to the effect that  the ruling is still out of order.  Or, perhaps, the chair won't make such a ruling this time around.
