If the Executive Board is empowered to fill the resulting vacancy, yes. By the way, the resignation should be submitted to the Secretary. Can the executive board refuse to accept the resignation? If the Executive Board is empowered to fill vacancies, yes... but as a practical matter, you can't really force him to continue to perform his duties. The main reason to refuse to accept a resignation would be if you wish to pursue disciplinary action instead. Where in RRONR 11th edition can we find this information?
