A legislative body voting on a motion

We have a student senate within our student government and they  recently suspended our timeline for bill adoption within our bylaws so that they could present a new bill and vote on it within the same meeting since it was the last meeting of the term and these senators were going to be replaced. Is there anything in RRON that would prohibit this? The legislation was a bylaw ammendment, btw.

Rules within the bylaws may only be suspended if the bylaws provide for their suspension or if the rule is in the nature of a rule of order.

While I believe a "timeline for bill adoption" would be in the nature of a rule of order, it seems likely that some of those provisions are intended to protect absentees, and therefore, they still could not be suspended unless the bylaws so provide.

See RONR, 11th ed., pgs. 263-265 for more information on rules that cannot be suspended.
