Does a business item from church council need a motion from the floor to be discussed and voted on

The worship and music committee brought a motion to church council for the church to consider changing our worship hours and they approved the motion and placed it on the agenda for our next congregational meeting.  Does this item need a motion from the floor to be discussed and voted on?  I don't think it does but my council president does.  What does Robert Rules have to say??

Yes (assuming the congregation has to approve the motion).

 

Putting notice of a motion on an agenda is not the same as making a motion (which can only be done at a meeting). See also FAQ #14.

It depends on who has the power to change the hours for the service.  If the Council has the power, then the issue is resolved.  However, if the congregation has the power, then they do.  Check the By-laws of the Church to see who has the power to make the ultimate decision.
