Does this item need a motion from the floor to be discussed and voted on? I don't think it does but my council president does. What does Robert Rules have to say?? Yes (assuming the congregation has to approve the motion). Putting notice of a motion on an agenda is not the same as making a motion (which can only be done at a meeting). See also FAQ #14. If the Council has the power, then the issue is resolved. However, if the congregation has the power, then they do.
