Does this need to be properly noted on the agenda to be in compliance not only w/ ROR, but also with appropriate state open meetings act regulations? A formal "minority report" requires the permission of the assembly, which is usually granted, but bear in mind that the assembly will usually be most interested in the view of the majority of the committee. Still, If the full committee report contains recommendations, and these are being debated, those minority members of the committee do not lose their rights as members of the assembly, and may freely debate and vote against adoption of the recommendations.
