Per the bylaws they were submitted to the president who then gave them to the lodge secretary to be read at the next general membership meeting. This was done and the proposed amendments were published in the newsletter. They will be discussed at the next general membership meeting and will be voted on at the following general membership meeting. If a proposed amendment is submitted, read, and published in the membership's newsletter doe the person who submitted the proposed amendment have the right to withdraw the proposed amendment or does it become the membership's right to vote on the proposed amendment? I feel the person who submitted an amendment may withdraw it at any time prior to the time it is presented by the president to the membership for a vote at the general membership meeting. No. "When it is too late for renewal, unanimous consent is required to grant permission to withdraw a motion to Reconsider (p. 317, ll. 11–15), or to withdraw previous notice of a proposed motion requiring such notice (pp. 121–24)." RONR (11th ed.), p. 293 It appears, from what you state, it's too late for another member to give the same notice in the required timeframe, so unanimous consent will be required to withdraw it.
