Gary c Tesser Posted December 20, 2013 at 04:39 PM Report Share Posted December 20, 2013 at 04:39 PM The decision to send a committee's report back to the committee ("to recommit," if you want the arty term) is up to the assembly, not any chair or chairs, so (see FAQ #1) they should propose to the assembly that the decision be sent back to the committee, and the assembly will make up its mind. I, too, was a bit confused by the apparent proliferation of chairs. My hunch is that the body that the committee is reporting to consists of the chairs of all the . . . departments? committees?
