What is the correct procedure installation of officers when the installing officer serves as President on the State Board and installs the District officers, yet they serve as an officer on the district board and need to be installed who installs the officer that serves on both boards?

Installation ceremonies are neither prescribed nor proscribed under the rules in RONR.

RONR doesn't deal in protocol for "installations", indeed the RONR rule is that they are not necessary, in that one is in office just as soon as an election is final.

 

If your rules or bylaws require them, then those rules will be where you will have to look for your answers.
