Regular board meetings

Can a member in good standing call a motion or has that to be done only by a board member?

Do the general membership have the right to comment on the meeting as it progresses?

Is there a requirement of a not for profit group to have a budget committee?

If a matter is proposed as requiring a new budget item does that have to go to the budget committee before being voted on?

1) At a board meeting only board members have the right to make a motion or participate in any way.

2) No.

3) Not under the rules in RONR.

4) RONR does not mandate items be referred to a committee, no.
