Passed budget at general meeting

The annual budget was passed at the agm the president insists the money does not have to be spent as presented at the agm he can spend all the money on staffing if he sees fit.?

The by law reads

The board of trustees must submit a budget for the coming year

The trustees may not expend more than the total budget, but shall not be obligated to the allocation of funds as provided therein however if the board agree unanimously that a Bona Fidel emergency exists they may make additional expenditures as they dem necessary to meet such emergency.

All such emergency expenses must be ratified at the next agm

Well, we can't give you a ruling on what your bylaws mean.

 

But I would point out that your question refers to the president doing whatever he likes, while the bylaws you quoted referred to the trustees (or presumably a majority thereof) doing whatever they liked.
