Effort to Rescind Previously Voted and Passed Motion

Greetings, this is my first post here.  Recently my Lions Club had a motion put forth to support our local non-profit preschool with a monthly amount of money for 12 months, due to a shortage of cash flow.  This motion was properly presented, discussed at length, voted on and passed with a nearly unanimous votes by members present at the meeting.  Since the meeting at least one member of the club, not at the meeting has expressed great displeasure at the passing of this motion and has stated he will leave the club if it is not rescinded.  He intends to make an effort to rescind the motion at our next general meeting (tonight).  Since the meeting where the motion passed, the preschool has been  notified of the club's action, and they have even published an article in the local newspaper's OP-ED section thanking the Lions Club for our generosity!  The question for this esteemed group is... can this approved motion be rescinded and by what means?  Thank you in advance for your consideration of this question!

The unexecuted portion (the monthly support that has not been given out yet) can be rescinded, yes.

 

The vote requirement is as follows "a) a two-thirds vote, (b ) a majority vote when notice of intent to make the motion, stating the complete substance of the proposed change, has been given at the previous meeting within a quarterly time interval or in the call of the present meeting, or (c ) a vote of a majority of the entire membership—any one of which will suffice."  RONR (11th ed.), p. 306

 

So he'll need lots of support.

On the topic of motion made: A motion was made and seconded several years ago on topic A( for the purpose of this posting). Now some members of our community association would like to override that approved decision on topic A. If this can be override easily, does that send a message to the residents that the board of directors does not stand by its word or decision? Do motions have a "life" expectancy?

There is no time limit when the motion to rescind can be made (RONR (11th ed.), p. 307, ll. 17-18). However, what has already been accomplished by the previous motion cannot be undone by the motion to rescind (RONR (11th ed.), p. 308, ll. 20-23). The "life" expectancy of a motion is simply the time it takes to fully execute.

The motion to Rescind requires a two-thirds vote, a vote of a majority of the entire membership, or a majority vote with previous notice.
