Can an item discussed in a previous meeting be acted upon via a ballot vote in a subsequent meeting as long as a quorom has been established and the ballots are distributed in advance of the follow up meeting?

 

Certainly. A majority vote or unanimous consent is needed to order a vote by ballot when the bylaws don't require it. You don't need to distribute the ballots in advance, by the way.

Distributing the ballots in advance is asking for trouble.  Everything else is fine.
