In fact, the maker of the motion doesn't even have to vote for it. The committee could have been nearly evenly divided. Or members of the committee thought the motion should be placed before the board so that the board could go on record as defeating it. No one is ever compelled to vote the same way in one body (e.g. the board) as he may have voted in another (e.g. the committee). In fact, no one is compelled to vote at all.
