David A Foulkes Posted April 20, 2014 at 03:44 PM Report Share Posted April 20, 2014 at 03:44 PM Per RONR, special meetings are allowed only if authorized in the bylaws (or by the assembly in disciplinary cases), which should detail who is authorized to call them (see RONR 11th ed., p. 91ff). Whether the Charter Township has other rules in place that may be applicable in this regard, you should check to see what other rules may have authority and what they have to say on the topic.
