The Secretary would call the meeting to order and preside over a brief election for a Chairman Pro Tempore, who would then preside for the remainder of the meeting. Who is the 3rd officer in line to preside? There isn't one. You'll just have to elect a president pro-tem for that meeting. The secretary would call the meeting to order and conduct that election (often there will be only one volunteer).
