The Secretary would call the meeting to order and preside over a brief election for a Chairman Pro Tempore, who would then preside for the remainder of the meeting.

There isn't one.

 

You'll just have to elect a president pro-tem for that meeting.  The secretary would call the meeting to order and conduct that election (often there will be only one volunteer).  If the secretary is not present, any member may call the meeting to order and conduct that brief election.
