Though, if the motion arises from a committee report, I suppose you could say that the committee "sponsored" it. You could say it but I don't think RONR would. It sounds like your assembly may have your own rules on this subject, and if so, you'll need to look to those rules to answer your question. As noted, RONR doesn't have "sponsors."
