Josh Martin Posted April 28, 2014 at 09:49 PM Report Share Posted April 28, 2014 at 09:49 PM how do I determine the order of speakers during public comment of a meeting RONR has no guidance on this subject. Your assembly will need to refer to its own rules (and if it doesn't have any, it might need to adopt some).
Transpower Posted April 28, 2014 at 10:27 PM Report Share Posted April 28, 2014 at 10:27 PM Take a look at RONR (11th ed.), p.383, ll. 1-27. As a practical matter, when in a large hall with microphones, you may want to ask the speakers to line up at numbered microphones. Go in order, alternating between or among the microphones. I'm not sure what is said on pg. 383 will necessarily be relevant to a "public comment" section of a meeting.
Guest Edgar Posted April 28, 2014 at 10:45 PM Report Share Posted April 28, 2014 at 10:45 PM If "the public" is speaking on a particular issue, you might want to alternate between those speaking in favor and those speaking against. Or you could simply order the speakers by height.

As a practical matter, when in a large hall with microphones, you may want to ask the speakers to line up at numbered microphones. Go in order, alternating between or among the microphones. This seems like the easiest option.
