We have 4 committees that work on similar issues across different business units in our organization.  We would like to form a steering committee of the chairs of each of these four committees.  The primary purpose is to share ideas and form proposals to the committees.  The steering committee would have little parliamentary authority and would propose recommendations to the 4 committees.  

 

Is there anything explicitly wrong with the same person chairing the steering committee and one of the other four committees? If it is a problem how would this be solved since the steering committee is made up of committee chairs?

There is nothing wrong with this.  The only issue would be how will the Chairman of the Steering Committee be elected/appointed.  With only four members in the Committee, the Committee may become deadlocked.  So be careful how you choose this.

Thank you for the feedback!  The chair would be appointed in both committees according to a proposed constitution change.  It is a good thought however, since this is only a recommending body we are somewhat less concerned about deadlocks. The committee could range from 3-5 members. The point of this committee is a smaller body to encourage some consistency.

I'm a bit confused about how a committee which consists of the chairs of each of four other committees could have five members.

 

Are committee reports simply accepted by the chair after they are given,or must they be voted on to be accepted?

 

Neither. If a report is for information only, it is not accepted. The Secretary places it on file.

 

For future reference, it's generally best to post a new question as a new topic, even if an existing topic seems similar.

 

Reports and recommendations would be voted on by the committee that receives them.

 

I think adunaisky's post may have been a general question about a committee reporting to its parent assembly under the rules in RONR, not a question about the particular system you've described here.
